Two different questions: permission to drive and a Thai licence
A foreign document may be recognised for driving in Thailand without being “converted” into a Thai licence. A Thai driving-licence application is a separate Department of Land Transport process. Vehicle class, document language, treaty basis, licence validity and the local DLT checklist all matter.
This page reports official public information; it does not determine whether a particular document is legally valid for a journey or insurance claim. The DLT, police and insurer apply their own authority to the facts.
Foreign licences and international driving permits
As of 25 July 2026, the Department of Land Transport's official foreign-vehicle manual, in the context of private foreign-registered vehicles, recognises a licence issued by an ASEAN member state, with an English translation where the licence is not in English, and an international driving permit issued under the 1949 Geneva or 1968 Vienna convention. For other driving situations, confirm recognition with DLT and the insurer; the underlying national licence and permit must be current and cover the vehicle.
The official material does not support the earlier claim that every European, British, American, Canadian, Australian or named Asian licence converts automatically without tests. It also does not publish a general “after sixty days” rule. Those statements have been removed.
What “conversion” means in practice
DLT staff may use a valid foreign licence as evidence in a Thai licence application and decide which training or tests remain. That assessment is not a simple worldwide whitelist published on the central site. Licence format, issuing authority, expiry, vehicle class and translation can change the result.
A foreign licence that cannot be accepted as evidence does not necessarily prevent an application; it may mean the applicant follows the new-licence process instead. The Chonburi office accepting the application decides the route.
Confirm the live Chonburi appointment
As of 25 July 2026, the official starting points are the DLT service and Smart Queue information, the DLT driving-licence regulations, and the DLT contact centre at 1584. Use them to confirm the responsible Chonburi branch, current location, opening dates, booking method and service-specific checklist.
This guide does not publish the old “Pattaya DLT on Sukhumvit Road near the Floating Market” wording because it combined an unreliable location description with unverified hours and queue times. An official appointment confirmation is safer than a copied map pin.
Document categories to confirm
Current DLT licence services commonly call for identity, immigration status, Thai address or residence evidence, a medical certificate and any existing driving licence. For a foreign-licence assessment, confirm these points before obtaining documents:
- Passport and stay evidence: which passport pages and what type of current permission the service accepts.
- Thai address evidence: whether the branch accepts an Immigration residence certificate, work-permit address or another official record, and how recent it must be.
- Medical evidence: the prescribed certificate format, permitted issuer and current validity window.
- Foreign licence: whether the original is accepted, whether an international permit is relevant, and which authority must certify a translation.
- Vehicle class: whether car and motorcycle applications require separate bookings and evidence.
The earlier page's residence-certificate price, clinic price, photograph count and medical-certificate validity were not supported by a current ordinary-conversion checklist for Chonburi. They are intentionally not repeated.
Tests and training are application-specific
DLT licence services can include physical screening, training, theory testing and a practical driving test. Which elements apply depends on the service and the foreign document accepted. Do not rely on a blog promise that there will be no theory test or that the licence will be printed the same day.
Language support and daily capacity can also vary. The appointment system or branch should confirm what is available and whether any training must be completed before the visit.
Fees, processing time and licence validity
As of 25 July 2026, we could not verify the previous page's car fee, motorcycle fee, renewal fee, same-day promise or universal initial-and-renewal validity against a current public DLT checklist specific to an ordinary foreign conversion in Chonburi. Those figures have been removed. The booking confirmation and accepting branch identify the service actually being charged.
A receipt from DLT should identify the official amount. Charges for translations, residence evidence, medical examination, travel or commercial help are separate and are not DLT fees.
Insurance and vehicle class
A licence or permit must cover the vehicle class being driven. A car entitlement should not be assumed to cover a motorcycle. The rental agreement and insurance policy can impose additional conditions, and an insurer may examine the exact licence and permit after an incident.
The earlier page's claim about a special engine-size endorsement was not verified in the current DLT material and has been removed. Ask DLT which Thai licence class covers the intended vehicle and ask the insurer to confirm its licence condition in writing.
If an office rejects a document
Ask which requirement is not met and which official document or certification would cure it. A refusal to accept one translation, address record or foreign licence format is not proof of a national ban on that country. Record the branch, service and date, then use DLT's official contact channel if the written rule and counter instruction appear inconsistent.
Do not drive on the assumption that a pending application, expired document or photocopy creates permission. The authority responsible for enforcement decides whether the documents held at the time are valid.
